How can I open up a daycare?

I really love children. I love how innocent they are, and how sweet they are. Anyway, I have always fantasized about opening up my own day care. I want to name it, "Normans House of Secrets." How can I go about doing this? And also, would I have permission to spank the children, or is it illegal? This way, I can be with kids 24/7 without it being illegal anymore.
