Can I get a business license without actually having a business? *PLEASE READ DETAILS CAREFULLY* thanks :)?

Ok, so here's my situation. My friend showed me this website (a href="http://www.4aceswholesale.com/cart/pipes-metal-glasswater-c-135.html?osCsid=676981f72cee6291f503882d429b5d0a)" rel="nofollow"http://www.4aceswholesale.com/cart/pipes…/a that his buddy uses for buying glass pipes and hookah's and other smoking paraphrenelia. In case you didn't notice, the prices for the paraphrenelia are INCREDIBLY cheap. Before, this website insisted that you needed only a tobacco license to purchase from them and I was going to get one in a couple of weeks (I just turned 18 last weekend so I actually can now) but now, if you read the description of each of the 4 categories that are on the page that i provided the link to, it says "Only Retail Stores With License". Now, i'm going to college in 2 months and i was planning on buying glass pipes and selling them to my friends and peers, so i obviously didnt (and dont) plan on opening a retail store. So, my question is, if I want to sell these pipes as a freelance kind of head shop, can i get a business license without actually having a legitimate building and all that stuff that you usually need for a legitimate business? Also, i live in florida and i was planning on just keeping the pipes in my room (not dorm cuz im not staying on campus). I'm going to award the "best answer" to the person who helps me the most and has the most detailed explanation of how i could possibly get around this little"pre-requisite" to buy from this amazing, incredibly cheap online head shop. Also, feel free to tell people about that website. It's an awesome site, even if you just want to buy other smoking accessories or other things that they offer that i have not checked out yet.
